Job Description

Purpose
The purpose of the post is to deliver an effective, secure, and resilient ICT infrastructure that supports the university’s requirements, providing voice data, Wi-Fi networks, and ICT Cloud–based infrastructure solutions, servers, phones, storage systems, and network devices.

Minimum requirements
  • NQF 6 Diploma in Information Technology (IT) or equivalent qualification.
  • H3C, Huawei, and/or Cisco certification such as CCNP, CCIE, H3CNE, HCIE.
  • ITIL Certification.
  • SolarWinds, PTRG or equivalent Certified (for network monitoring and alerting).
Recommendation 
  • Minimum 6 years of related experience in handling network and ICT security: 
    • H3C, Huawei, and / or CISCO networking.
    • Microsoft server/Hyper-V virtual server.
  • H3C, Huawei and / or Cisco routers, switches, H3C IMC.
  • Computer skills - MS Project, MS Office, Outlook 365, Microsoft Operating Systems.
  • Cloud systems maintenance and setup (AWS, AZURE, etc).
  • Security systems (Firewalls, Website security, endpoint security).
  • Networking (design, planning, and installation).
  • Routing protocols – MPLS, OSPF, BGP, and Policy-Based Routing (PBR).
  • Desktop software and server software (installation and configuration).
Duties and Responsibilities

Strategy Development and Execution
  • Actively support the Line Manager/CIO in the achievement of the Office of the Chief Information Officer’s strategic objectives.
  • Provide input for the Office of the Chief Information Officer's strategy development.
  • Implement strategic objectives for portfolios reporting to this position.
  • Design and implement short- and long-term plans to ensure.
  • ICT infrastructure meets existing and future capacity and capability requirements.
  • Update knowledge and skills related to networks and document the SPU network configurations for intellectual property purposes.
Operations Management
  • Design, implement, and maintain network architecture and security safeguards.
  • Manage and implement all network security processes and maintain proper reports for the same.
  • Troubleshooting, resolving, and communicating networking issues to other employees, management, and clients.
  • Installing and supporting LANs, WANs, Wi-Fi, internet, and intranet systems.
  • Installing and maintaining Network hardware and software.
  • Monitoring networks to ensure security and availability to specific users.
  • Monitoring servers to ensure high availability and early risk detection. 
  • Identifying user needs · Maintaining the integrity of the network, server deployment, and security through measures such as policies, patch updates, and directory services. 
  • Ensuring that network connectivity throughout SPU’s LAN/WAN infrastructure is aligned with technical
    requirements.
  • Maintaining and configuring network servers such as virtual servers, file server gateways, directory services, intrusion detection systems.
  • Administering other devices such as desktop computers, printers, routers, switches, firewalls, phones, personal digital assistants, smartphones, software deployment, security updates and patches.
  • Develop, implement, manage, and maintain the ICT infrastructure including server and network configuration, security, accessibility, connectivity, and backup.
  • Develop procedures and associated implementation, testing, and training plans for infrastructure.
  • Administration, security, and data management.
  • Ensure compliance with internal and external information security requirements (i.e., Information Security Policy and Cyber Essentials Plus), maintain awareness of the latest cyber-security threats, and implement security measures to minimise risk to information assets.
  • Ensure ICT systems are secure and resilient, carrying out proactive maintenance (e.g., patching) and documenting processes and configurations.
  • Ensure that business continuity measures are implemented and kept up to date, including disaster recovery plans for critical systems and telephony.
  • Lead the technical aspects of ICT projects, providing technical expertise and support for non-ICT projects and changes where appropriate.
  • Prepare business cases and project documents for ICT infrastructure projects.
  • Identify and take actions to manage ICT-related risks.
  • Maintain effective relationships with suppliers to secure the best.
  • Value for ICT goods and services, and to encourage innovative ideas to be adopted.
  • Provide regular verbal and written Infrastructure Manager will be able to step in and cover for any of these roles in case of absence of emergency. 
Health and Safety
  • Assist in identifying health, safety, and security risks.
  • Inform health and safety representatives and Director about any health and safety issue.
  • Ensure health and safety representatives are appointed and properly trained.
  • Ensure a safe environment for all students and staff Ensure that health and safety rules and procedures are adhered to.
  • Ensure that students and staff are aware of emergency procedures and policies.
Policy and procedure development
  • Contribute to developing and implementing the ICT strategy, plans, and policies as a member of the ICT team Supply required documentation for Internal and External Audit.
  • Aspire to positive audits and quality assurance.
Resource Management: Human Resources
  • Direct, supervise, and evaluate work activities of personnel within the department.
  • Establish work schedules and assignments for staff, according to workload, space, and equipment availability.
  • Supervise professional and technical team in implementing infrastructure projects, objectives, and goals, including the provision of training opportunities should the need arise.
  • Supervise Performance Management Plans of staff.
Resource Management: budget, finance, and procurement
  • Provide input into infrastructure projects, operational, staffing, and capex budget.
  • Manage section expenses against budget and asset management.
Monitoring, Evaluation, and Reporting
  • Relevant strategic and operational reports as and when required.
  • Research and implement best practices.
  • Communicate and consult with relevant stakeholders.
